Idgi, how does one manage to profit from a city?

I just don't understand. My city has nearly 6k prosperity, max security and loyalty, kingdom has policies in place to increase tax income and I own every workshop in the town and I'm BARELY breaking even to support a full garrison and like 1/3 the size of a party I can actually have. What gives? What do I have to do to make this place profitable enough that i can max my party or gasp fund a second one? Do cities just not make enough money to fund their own friggin garrisons?

Edit: everyone's advice has been fantastic, thanks gang. I've pulled my big melee troops out of the garrison and have them aimed at Derthert's stupid head, replaced them with 200 sharpshooters, managed to set up a couple clans, and have a second party led by my brother that's fairly strong. All while managing to make about a 600 a day profit. I'm no Atilla the Bezos but everyone's gotta start somewhere. I've managed to fight off 4 factions to a stalemate, enough that 2 of them are paying me tribute. Today I have taken my first steps towards learning not only the Art of War, but the Art of Commerce
