Will flow dynamics calibration override flow filament settings?

I am trying to print a part in PETG such that it is "airtight" enough to efficiently be used in duct reducers/splitters etc.

As such I have experimented with setting the flow ratio as high at 1.1. Obviously there are visual defects but with higher flow I imagine I am getting better layer adhesion and seal between layers.

The one thing I am unsure about is if I were to click the flow dynamics box would that cause the printer to ignore my set flow ratio? Given if it were to test the setting I put I do not think it would find it to be the optimal setting.
