WHERE IS EVERYONE!?!

On act 2 hmm gith monk, came in level 7, pissed off (I hate second act) decide I can take on all the jerks in moonrise tower, manage to do it and level up, while I'm Killing everyone I free the gnomes and the others. I unlocked their doors and they ran but they didn't go to the boat. Where did they go? Went to last light in and one of the NPCs acknowledged that I saved them "so you're the one who saved those people" something along the lines of that. But none of them are anywhere to be seen.
