Characters won’t follow my party

So I’m playing on ps5 and I have 2 player characters in my party that I made with 2 different account. I’ve done this a for a few play throughs and never had a problem before.
But this time one of the characters just randomly stopped following the party and I can’t get him to start again.
I’ve tried sending him back to camp and having him rejoin but nothing seems to work.
Has anyone else had this issue and how did you solve it?
