So I just defeated everyone at steel watch hq, Toobin is still alive and is friendly to me, but I'm stuck in a dialog option for him where he will only ask if I've found all the Gondian's families in the underwater prison (which I haven't gotten to yet). I also never ran into the gnones in Act 3 so I dont have the Runepowder Bomb. I've seen mention of a book that you can read which will give you the shut down password, but I can't find it anywhere, and I swear I've searched the whole place. Do I just have to go through the underwater prison, or does someone have a more concrete location for this book?

EDIT: Thanks to the commenter I found the book, but you still need to pair it with Toobin's journal. I think the only way he would have given it to you is if you had freed the Gondians but I just pickpocketed him and read the book which let me disable the steel watch.
