Is spiteful suffering just bad?

Not really sure what niche this should fill... lasts three turns, gives advantage which is nice, but it costs an action. Always just seems better to smite the target to death. When is this supposed to be used? Feels like it should just be a bonus action. Overall oathbreaker set feels a but underwhelming. Any insight into how to use it properly?
