Why even have non-lethal as option if it doesn’t register

There are a single digit number of cases where you gotta knock someone out. Other than that, the game treats everyone you knock out as dead.
I’m literally standing right next to a knocked out NPC and another NPC says “I can’t believe this person is dead. It’s so sad. And you killed them. How could you”. They’re still alive bruv.
It seems like you used to be able to wake people up in Early Access? Why do they just treat everyone as dead even when they’re not?
