Can't Bind Pact my summoned weapon

So I am un able to use Bind Pact with my summoned weapon. IDK if this is a bug or am I missing something? I don't have another summoned bound weapon and the only one it WILL let me bind to is the rapier.
Edit: I did do a long rest before trying to use a new pact weapon. Like I said, it gives me the option to pact to the rapier but not any of the other weapons you can summon. Do I need proficiency with them? I thought the pact gives you proficiency sense I don't have the warning telling me I don't.
