Halsin won’t leave goblin camp

Hi, I recently killed all three goblin camp leaders, as well as all the goblins outside of the dungeon where I found Halsin. However, when I speak to Halsin he says that he will meet me at emerald grove, but he is not there. He doesn’t actually leave the dungeon under goblin camp, almost like he is stuck there. The quest marker is also on the dungeon rather than emerald grove, and it tells me both to save him and meet him at emerald grove. How can I fix this? If I don’t care about him joining me can I ignore this quest altogether?
