Is the polyamory really that small?

Last night I was looking into things with romance. I am polyamorous and I got super excited when they announced it would be in the game, but from what I'm seeing from others it's pretty much only with halsin once you get to the end of the game and everyone else makes you choose. Is this accurate? I really hope it isn't, because that seems small for what they advertised..
