Sorry if this has been asked before: How do you reliably keep a starter warm?

Hello!
I've tried to keep starter before, but I don't have a warm place that's always above 70° in my 110 year old drafty San Francisco house. But... does anyone? My house gets down to at least 65° at night.
I've to great lengths to grow a starter with towels and a light bulb in the past, but it always ends up dying after a week or so.
Now that it's hard to get yeast, I was hoping to try and make my own starter from scratch here in SF so I can bake rolls.
Any tips would be highly appreciated!
