How can I get this spiky effect on marshmallow icing?

I want to recreate this chocolate cake with marshmallow icing from a cafe I loved that sadly closed down during the height of Covid. I want the whole spiky effect on marshmallow icing that they had. I tried looking on YouTube for tutorials but could not find one. Any experienced cake decorators here that can help me how I could get this effect at home? Do you think the spikes are piped on or maybe I could get the effect with a spoon? If it is piped, what type of tip should I use? Thanks!!
