Is the AI director broken or just lazy?

I've noticed that the so called AI "director" seems to be a lot less advanced or fair than similar systems in similar games, like the L4D director.

In L4D the director would actually detect the performance of players and how they were doing by tracking player health and the speed at which they progressed the level, and adjusted the difficulty towards that.

Players progressing too easily? Spawn more zombies and special infected, maybe throw in a tank or a witch somewhere. Players struggling? Spawn some healing items and lighten up on the zombie spawns.

This wasn't just good because it made difficulty more varied and fair, but it made the gameplay more varied. You'd have parts of the level where you would only come across some idle zombies, but sometimes random hordes would rush you, and most levels had a scripted sequence where hordes would always spawn. It gave the players time to breath and time to focus and was very fun.

But in this game it seems like it's constantly stuck on "throw tons of zombies at the players mode". VERY rarely do I get moments where I enter a new area and am not bombarded by dozens of zombies and special ridden. It seems like the game always spawns roughly the same numbers of zombies throughout the level, maybe spawning a dozen or so more zombies during a scripted horde event (like the drawbridge in the first level)

It seems like all the director actually does is spawn special infected and items, and also choose the event cards at the beginning of an act. But these don't seem like they're being controlled by an AI that takes character performance into account, they seem totally random. It makes me think there is no AI director and they just slapped the name "director" onto the system that randomly spawns items and enemies.

To clarify, I'm not just complaining because I think it's it's hard or unfair or something like that. It just genuinely seems like a broken or incredibly simple system that doesn't live up to its expectations set by similar games.

Does anyone else notice this? Does anyone think that the game actually makes decisions based off of player performance using an AI, or is it simply random nonsense?

TLDR: AI director just seems completely random and doesn't seem like an actually smart AI.
