How to get a four-year-old to listen (PLEASE DONT DELETE I'M DESPERATE)

I babysit for my cousin while her mom works. She (The four-year-old) seems to listen to my grandmother no problem (I still live at home because I am also her caregiver) But as SOON as I enter the room she just doesn't listen to ANYONE. Whing when she doesn't get her way blatantly defying anything we request of her. I have tried getting eye level and asking her why, But of course she's four so she may not have the words to explain. I try to give prompt her with words like "Are you angry?" but I end up with her just blankly staring at me. I have tried time outs (a minute per age) I bring it up to her mom and she is saying to essentially continue what I'm doing. I would rather not just have her in front of a phone because recently she's been coming across VERY inappropriate videos on youtube. (I know there's not much I can do when she goes home) I just want her to play quietly and at the very least let me do some housework before I go to class. As of right now, I'm almost afraid to do anything other than be I the same room as her because I am afraid she will either break something or hurt herself or the animals.
