Mixing in breast milk/formula vs water?

Hi all I have a 7 month old. We're doing a combo of our own recipes and some from Solid Starts 100 first foods guide. I've noticed that in a lot of the recipes it says to mix things with breastmilk or formula. LO is EBF and I only pumped the first month to get supply where it needed to be. I have a very small stash and it's high lipase. I use the haakaa to try and get fresh milk but I only get .5 oz if I'm lucky. The oatmeal calls for an entire cup of milk. It's stressing me out to not be pumping enough for recipes. Do I need to get formula? Like is there a purpose for adding in milk other than thinning food out? Or is it to make sure baby is getting enough nutrition from the right source? Can I just use water? Thanks you guys!
