Here's the situation I (a father) sign up my daughter for Cubs. Put yourself in my shoes.
My Tiger wants to go camping. As I am the partner I must go camping with them, their mother is not acceptable (nor does she like camping). https://www.scouting.org/health-and-safety/gss/gss03/ Lions and Tigers must have their adult partner present to take part.
This pack has one registered female, for this example that's the only person who was willing or able to pay and has the time to be available to be there. Let's say for any reason the other Scouts have their father in attendence only.
I, as a parent can tent with my child per the program. I can be with them alone at any time as I am their parent.
What exactly does having only one registered female do for the unit? They can't go off with my daughter alone, I need to be there. So they're just an extra person there monitoring my actions with my own child?????
Move forward to the age my daughter is getting more privacy conscious and doesn't want me there. The clear alternative is I approve one on one contact. But that's a YP violation and I need to report that other parent per the rules.
YP today is an unmanageable mess. When it's very realistic that units may need to ignore one-on-one contact to get things done it's clear the policy needs a top to bottom review.
The policy clearly should be a requirement for TWO registered women in all coed packs and girl troops
Honestly, I would like to see all adults be registered to be signed up. Everyone who might be invovled fills out an app and they're in the system for no cost, just like a Tiger partner. Make one adult per youth as free and one adult must take YP training.
