Quirk Idea - Dead Eyes

Quirk Type- Mutant
Apperance-The iris and scelera of the users eyes are completely black.
Ability- Any and all quirk user's who fall under this persons gaze (whether their in peripheral vision or directly in line of sight) will have their quirks nullified or in a mutant quirks case, weakened.
The range is only is as far as the individual can see.
Any form of shaded eye wear or cover worn directly over the users eyes will keep them from nullifying quirks.
Windows wont stop the quirk.
