How is the fix BAT supply guaranteed?

I've been a Brave user for a while but I haven't looked much into the technical side of the BAT blockchain. Could someone explain to me how the Brave team has backed in the fixed 1.5 billion BAT supply? I get how that is done with bitcoin but I am not clear on it with BAT.
