Will scripting make a huge difference to modding?

I have an absolutely base knowledge of mods, I know how to install them and that’s about it, so I was wondering just how much of a difference will scripting make?
With scripting will we be able have mods that will give us things such as explodable heads? Breaking bones? Replacing enemy AI and skins?
