How to not get ripped off when hiring mechanic?

I've been dealing cars for almost two years and up until now I've had a family friend who I paid per job and I trusted him but he took a different job and I'm having trouble finding a mechanic.

My main problem is i know I have to pay by the hour but how dose that work like what if the dude just takes his time ? What terms would I need to figure out beforehand? What if he doesn't finish the job do I still have to pay him for the time he worked on it ? What should I make sure of before each job he dose ?

I plan on paying 60 hour that's reasonable right ? I'm in the Pacific NW
