Currently replacing the power steering pump need help

So I was in the middle of replacing a power steering pump I need to pull the belt off of it obviously but when I pulled back on the tensioner the bolt was super loose and no matter how much I turn it won’t tighten so I can’t get the pulley to come up so I can take the belt off any ideas ?
