Saving Money On Paint/Scratch Fix?

Post Body

My dad swiped someone when he used to own this vehicle and I was looking to get it repaired, but was quoted $3k. I'm just looking for some advice as to what it reasonably amendable to the quoted process before I call them again on Monday (as $3k is a little steep to me for the scale of the damage).

I noticed the quoted amount ramps up from the bumper repair/fender removal/reinstalls. Now I'm not looking for the perfect blended paint job, but more of a clean up and mostly removal the ugly red smears. Is having them ignore the jutting panel and also not removing the entire fender to repaint reasonable? And if so, how much might that effect the quality of the job?
