Best way to remove about an inch of sheet metal? Regular tin snips?

I think I may have posted about this a while ago, but I ended up buying an aftermarket hood for my Tacoma and it has the hole for the hood scoop. The quality of the hood is absolute junk and it has all of these bumps and ridges on the edge of the scoop, so the scoop insert will not sit flush at all. I tried a few different things to flatten out the bumps, but it's not working so at this point I'm just going to cut out the "bad" metal. Luckily, it will all be hidden under the hood scoop insert so I'm not really concerned how it looks, but it's in a very weird spot and will be hard to cut. I know pictures would be a thousand times more useful but I am not near the truck at the moment. What would be the best way to cut out about an inch of the sheet metal? Can I just use standard tin snips? I would need something with a fine tip because the area is very small.
