Leased car in shop for 6 weeks and it is being driven around

My leased car is in the repair shop for a minor repair to the back end of the car. The car is fine to be driven. The shop says they were waiting for insurance and would not release my car. Other times they said it was in parts or they were waiting on parts.

I have a bluetooth tracker. I can see that they went to places with my car. I have the dates and times. They go to get starbucks, go to Citi bank, go to a carpet cleaning store, go shopping at Aldi, go to an apartment, go to a hotel and go to, I assume, pick someone up at a bus stop. All on different days.

Test driving is understandable but it is clear from the tracker they are using my car to run errands in the area around the repair shop. I am wondering what to do.
