Any way to prevent users from posting the same comment text repeatedly

I'd like to be able to design a rule so that if the same user comments the same text string X times in a row, then future attempts by that user to post the text string are suppressed / placed in modqueue.

I'd like this rule to be independent of the specific text string -- so that one rule will stop any user from copypasta-spamming the sub more than X times in a row.

Presumably the rule would test strings of length > L so that trivially short strings of text aren't caught in error.
