Why is my automoderator removing and then immediately approving posts?

Hello! Our sub put in a minimum karma requirement about a month ago using language from the wiki, and it's been really helpful in reducing spam.

However, once every few days the automod removes a post, stickies the removal comment, and then immediately reinstates the post. Here's the mod log from the last few examples one from today and one from a few days ago

Any clue as to why this is happening, and is there anything I can do to fix it? I haven't noticed a pattern with the posts that are being reinstated, it seems random. Thank you for any help or advice!
