Why does this rule fail when adding `action: remove`?

Here's the rule I'm trying to create:

type: comment
body title (regex): "^test"
is_top_level: true
action: remove
message: "test message"

It works just fine without the action: remove line, However once I add it back in then the rule stops working and I don't get the PM from AutoMod.

It seems pretty straightforward to me, any ideas why this happens?

Edit: I've used the exact answer from here and it doesn't work. Is it because I'm the submitter and/or moderator when testing this on my own private subreddit?
