Is it possible for AutoModerator to check a post against entries in the Moderation Log?

So I have an oddly specific, and hard to do, idea in mind. I am limiting posts from users on my subreddit as it would cause a post-war otherwise.
Because many have been caught deleting posts to try and post sooner, I'd like to limit users to one post a week, but I would like to compare that to "approved" posts in the moderation log. Doing this would also catch anyone trying to delete posts to get around the rule..
Is this at all possible with the AutoModerator or, if not, what would be the best way to ensure people don't abuse that?
