Learning to maximize automod

Hi, I am working on setting up automod and was curious if I could get a little but of help. I basically want to filter posts that do not follow the post title rule I have in place. The title will need to be like: AGE [R4R] #CITY - TITLE An example of this will look like: 21 [F4M] #Atlanta - I would love to meet for drinks!
Where would I even start to get automod to do something like this?
