Setting up a title format check for r4r type sub.

Hello, I'm attempting to set up a title format checker for ChicagoR4R that does two things:
Ensures the, Age [R4R] #Neighborhood - Description, format is followed, and that the #neighborhood is from an approved list of places.
If a user posts outside of the approved list, that they are set a modmail/comment directing them to the subreddit for Suburbanites.
Right now my automod is basically flagging everyone and everything with the regex we've got up. Advice is much appreciated.
