Definitely needing advice, encouragement, words of support...

I had to relocate rather quickly, from a 2300sf home, to a 900sf, second story apartment. My 3.5 year old has always been an anxious girl and because of that, was never properly leash trained. I had a large yard for her and she was always happy in her own space.

I have now been in our apartment for 2 weeks, and I am struggling so badly and am so frustrated with our potty progress. As mentioned, I am on a second floor apartment. I have a decently sized patio, and I bought her the largest size I could find pet grass tray, and brought her dog door with me to install in the sliding glass door. I can hardly get her to set foot onto the patio, let alone take any interest in the pet grass tray.

Our complex has a nice dog park, so I am taking her downstairs 3 times per day, for at least 25-30 minutes usually. My frustration - she will not go potty on her leash and its very difficult to get her to use the bathroom within the park. I try to go when there are no other dogs around, but she is usually ok if one shows up. We can spend 30 minutes outside, and she will come upstairs and use the bathroom in the house. This dog is fully house trained, but I have put down puppy pads that she goes nowhere near. I have bought the urine mimic for the pads and for the pet grass - she cares nothing for it. I am so good with praise, but she is not treat motivated either. Because she has always had access to a yard, she is not good at signaling me when she has to go. I work from home full time so I do have the ability to get her outside, but she doesnt whine, she doesn't pace... she just walks in the other room and goes.

I am at my wits end with spending an hour or more outside each day with no bathroom. She is not eating or drinking normally, which Im sure is affecting her bathroom schedule as well, but she is having accidents in the house at least once per day. I know she's losing weight already, her urine is dark. I used to fill her water bowl 6-8 times per day and right now Im filling it maybe twice? I ended up purchasing a Little Green Machine (worth every penny and has definitely paid for itself in just 10 days), but I do not know what to do. She does not sniff around for other dogs, or where they have gone to the bathroom, she shows no interest in it.... She is still walking with her tail tucked, she pees EVERY single time I come near her with her harness. I don't know what to do. I cannot afford a trainer for her at this time, as my rent at this new location is over 300 per month higher than what I was paying.

Please - thoughts. Criticisms, advice, anything. Sorry my thoughts are all over the place. I want to cry I'm spending so much time out there and so much time cleaning and just feeling frustrated and not even excited with her presence right now.
