Statement from the Prime Minister's Office to begin Consultations on the establishment of "Titular Nations" and continuing Indigenisation

One of the new Initiatives in my Government's Budget is funding the teaching of native language and culture but also this funding will help in Reconstructing Native Languages and Alphabetising, working with Linguistic Experts, Governments, Educators, Indigenous Communities and Elders. Some of the ground work for Indigenisation has been laid, with the established of the Autonomous Councils from legislation introduced in my last term as Prime Minister.

From here on, I have instructed the relevant Government Offices to begin opening consultations and discussions with experts and First Nations Communities on the possibility of establishing what will be called "Indigenous Titular Nations" or simply Titular Nations. The goal of which is to help First Nations Australians to express and properly establish the means to exercise their Right to Self-Determination, so in this statement there will be an overview of what to expect from this moving forward.

The Legal and Structural make up of these Titular Nations are subject to change as we consult and discuss with First Nations Communities, but the overarching framework the Government will work with is this; such Titular Nations will be established by taking into account Geographic, Economic, Infrastructural limitations and other factors including Culture and Language. However, these Nations will not enforce a style of segregation or prevent integration. These Nations will seek to enhance Australian Multiculturalism and allowing First Nations to express their Right to Self-Determination, they will still follow Australian Common Law.

These Titular Nations will also be a means of which First Nations Australian can administer their own affairs on a more regional level beyond just the local government, thus, work with Government and State Governments more closely and equalised level and receive funding for their own Education and Health Systems and other Social Services and fund their Cultural Institutions more securely, among other essential Government Services. This also means such nations will have their own Legislature, Judiciary and Executive Branches of Government, which we will create and establish during these discussions as part of our road map.
