It's now evident that the Guardian experiment didn't work out, for a number of reasons. Youma, and to a lesser extent Ash, have found themselves getting involved in day to day moderation because the mod team aren't really doing it.
In theory this would be the situation for the substantial (too substantial, in my opinion) reserve powers of the Guardians to be invoked, and for mods to be unilaterally appointed or for the positions to be vacated and an election held for more active moderation.
However, the Guardians have made clear that they won't do this. As it stands, all having the Guardians means is that two people are out of both canon and meta. When the Guardians do pick up the slack and do day to day moderation, they are continually undermined because of how nebulous their powers and responsibilities actually are.
At this point, Youma is de facto Community Moderator. I propose we just make it official and stop pretending. Maybe Ash can be Parliament Mod, idk.
