Executive Rule - Amendment to Standing Order 29

Hello there. I would like to make a small modification to the Standing Orders to allow the Parliamentary Moderator, Speakerships, and Clerks more time to complete their business on Fridays. As it stands the first cycle of the week ends at the same time the second cycle begins, leaving very little chance to pre-prepare posts. It has led to repeated instances of us having to go back and edit the results of votes due to last minute votes.

I want to sidestep this issue and avoid future confusion by creating a buffer between the close of every cycle and the start of a new one. I am using my powers as Parliamentary Moderator to make a new Executive Rule modifying the Standing Orders to bring this about.

Standing Order 29 shall be amended to state:

29 Set business cycle times

(a) The House shall meet each year in accordance with the program of sittings for that year agreed to by the House, unless otherwise ordered and subject to standing order 30.

(b) When the House is sitting it shall cycle through business at the following times in a week, subject to standing orders 30 and 31:

As you can see, all this does is shorten each voting and debating cycle to 70 hours, creating a buffer time between 5pm and 7pm on Friday to allow the Parliamentary Moderator and other volunteers the time to prepare posts. The other cycles are modified to keep the first cycle of the week uniform with the second. As the grand grand majority of parliamentarians cast their votes within the first two days and we will only be losing two hours, I believe this change will have negligible effect on turnout.

I am making this Executive Rule under Section 17.4.3 of the Meta Constitution.
