Hammer drill into brick, issues

Hi folks, me again... Trying to put these garage shelves up and really struggling. Hammer drill into brick. I've got a masonry (tungsten) bit, on the hammer setting, drilling in (not out) im admittedly drilling above shoulder height but surely it shouldnt be this difficult? Been at it for minutes and maybe got a cm or 2 into it. I'm sure it's brick, it doesn't sound or feel like I'm hitting something behind it. What am I doing wrong?

Pics attached show the hole Ive managed (zoomed in and out), as well as another pic showing drilling done into this same wall by someone else (admittedly, the masonry).

Which brings me to my second question, putting up shelves with not too much weight on them, am I ok to just drill into the masonry instead of the brick?
