Can I use a different certifier to get my final occupancy certificate?

I have built a new home in Box Hill NSW. My interim occupancy certificate was issued by a certifier chosen by my builder. I have since discovered that they are immensely difficult to deal with over the phone and in writing. Is it possible for me to use a different certifier for my final occupancy certificate?
