Villa ($590k-$649k) passed in at Auction, now at single price $590k. Is this just a bait tactic?

Chatted with the real estate and they've been "inundated" with interest since the property passed in at auction. If I offer $590k, how likely do you think the vendor will take it or do you think they hope it will start a bidding was with the others that are interested? What's a good strategy here, should I offer a higher price to fend off some off the other interested parties? Villa is in Brunswick West.
