(Melbourne) break lease?

Ex partner has signed a lease for a new rental. Advertised as ducted heating. RE had confirmed from landlord that it was recently checked and serviced.

Vents are filthy. Others are blocked. One is a hole straight to under the house. One is lined with newspaper from 2019. The main internal parts are outright missing.

Is this enough for break lease? RE is trying to say that will involve fees.

Tenants Union are so busy theyโ€™re not taking calls.
