Can a cops word be enough to find guilt?

I was pulled over and fined for disposing material on the road. The cop was convinced that I threw my cigarette butt out the window but it was ash. When the cop came up to my car I was still holding the cigarette butt in my hand but he claimed that it was an old but and he saw me throw the butt out the window. I requested any dash cam footage from the event and the police say there is none. So the only evidence is the word of the cop. I refuse to pay for something I didn’t do so I want to elect to be prosecuted and plead my innocence. Any advice? Thanks
