$700 to upgrade 2 circuit breakers to RCBOs and install surge protection?

Moving out of a rental today and got a sparkle to put back the light fittings I’d had swapped out when I moved in 8 years ago. On arriving he said there was a live wire in the ceiling and he needed to upgrade the circuit breakers and it would cost $500 although he could do it for $400 as ‘a favour’. I didn’t really have a lot of choice as I need to move out in a couple of days.

AFTER changing the circuit breakers then told me he needed to install Search protection as well and it would be an additional $300. The way it was handled I fellt like I was getting scammed. If he had told me up front it was gonna be $700 I wouldn’t have gone ahead. It only took 15mins all up. Was this a crazy amount of money to pay?
