To President Harry S. Truman,
It's not a stretch to say that you've singlehandedly created Vietnam as it is today. As per our agreement, Vietnam is now a free and democratic nation. And as such, knowing that the US is wary of a loss in influence in the region with decolonization and your allies losing their former lands in Asia, we would like to request for support from the United States and to turn Vietnam into one of its main strategic partners in the region, seeing that we were a part of the fight against the Japanese in the region, and we've been in cooperation during wartime years and after the Marshall visit to China. President Ho Chi Minh thus would like to establish a close mutual relationship between our 2 countries, which would first include a joint naval/airbase in Cam Ranh Bay, with equal ownership and Vietnam splitting the bills. We will also vote in line closely with the United States in the UN once we complete our entry. In exchange, we would like to receive American political support for the unification of Indochina post-French withdrawal, and thus maintaining the status quo in the region as one American ally withdraw, another can fill its place, as well as military training and modernization support.
