Now that peace has been achieved with the Treaty of Manila, the Ministry of Defence now aims for the modernization and reorganization of the VNA forces to a more modern standard. These reforms include:
Renaming the Vietnamese National Army to the People's Liberation Army as it is more inclusive for the Lao and Cambodian servicemen.
Expanding the People's Liberation Army to 500,000 active troops over the course of 2 years through integrating former UIRA militia. Conscription will remain. While official service number will go up, the actual number of active military personnel will actually go down as UIRA forces are integrated into the People's Liberation Army.

- By 1950, all service branches are to be fully equipped. TQHQ Arsenals will be responsible for the production of small arms and artillery, while complex and modern equipment will be purchased overseas.
