5,000 VNA soldiers and 50,000 UIRA (United Indochinese Revolutionary Army - Basically the Viet Minh Lao Issara Khmer Issarak military arms combined) militiamen will be scouring the Central Highlands countryside as well as the Northern mountains, the Laotian highlands and the Annamite range in a search and destroy mission against anti-government resistance such as the Greater Vietnam Nationalist Party in Annam and Tonkin, as well as recruiting and consolidating other Anti-French forces in the region such as the Hòa Hảo, Cao Đài and Bình Xuyên. The aim is to establish stable government control over the entirety of Annam and Tonkin (aside from Phan Rang, Nha Trang and Quy Nhon which is under French control) as well as securing the occupation over northern Laos in support of the Lao Issara.

[M] Simple orders for counter-insurgency operation against anti-government forces (NOT Opposition parties btw, these guys are anti-DRV) shouldn't really need war orders since you can't really micromanage it deeper than this.
