Our Esteemed Allies,

It's unfortunate that we must meet in these trying times. Barely has the war ended and the people of Iran must face another conflict. As You are certainly aware, Iranian Azerbaijan and Mahabad are experiencing an uptick in illegal militant violence against the power of Tehran, Your faithful allies in the Great Patriotic War.

Likewise, I'm sure You've heard of our humble plea to the international community to be of assistance in ensuring the integrity of Iran. Luckily for all involved, the foremost opportunity to do so is in Soviet hands - lucky for both the Imperial State and yourselves.

I speak for the legitimate government of Iran. We have not forgotten Soviet assistance in the war, nor do we shun productive coexistence. We still remember the talks around Soviet inclusion in Iranian oil extraction. It comes as no surprise that your great Union would desire to spread its technological prowess and assist its neighbors - and Iran is ready to pay.

Concurrently, we must conclude this unlucky business of militancy in due haste, if we are to convince the war-weary and suspicious people of Iran that peoples other than themselves might deserve trust.

So, I present to You the proposition of the Imperial State.

From the USSR: full facilitation of the re-establishment of legitimate Imperial government in Iranian Azerbaijan and Mahabad - i.e. the Imperial Government must be free to act without a worry for the lives of Soviet troops in the area.

From the Imperial State: oil concessions in the North of Iran, i.e. establishment of a joint venture Oil Company, created along the same lines as the Anglo-Iranian Oil Concession.
