Who was the bartender describing in episode 4?

In S01e04, while Paberboi was discussing Zan with his friend, a bartender describes someone who was looking for him.
He wasn't Dominican, but he was different. The sides of his head were shaved. He had a pink jacket. He wasn't a friend. And he sat in a Dodge Challenger with one eye open, smoking a Swisher with no weed in it.
Did I miss something or is this likely a setup for a season 2 story?
