First time having gas in my home

I grew up with my parents and they had electric, my wife and I's first apartment was all electric. Now we moved into our new home which is connected to gas.
I went with Infinite Energy for gas. Our bill this month was $31 for gas used....and $51 for the Atlanta Gas Light "pass through" fee! This seems like a huge rip off. In theory, we could be gone for an entire billing cycle, use no gas, and still be charged $50?
Is it always this high, does it go down, is there a way to reduce it?
