Question: How is sewage billing gauged?

I've yet to really understand how the water utilities in Atlanta got as fucked as I've both heard and experienced they are, but there's one aspect that's simply never made sense to me.

I'm paying lets say $X for my water usage, and apparently three times that much for the sewage usage. Does anyone have a clue how that value is calculated, other than an angel is punched in the dick every month, and the number of obscenities poured out is now my dollar value water bill? A water meter I understand, but do they really just take that number, multiply it by three, and tack it onto the bill?
