Forced to withdraw from program. Any chance to appeal?

Hi,

so I have a friend who is enrolled in the post-rn bachelor of nursing program. She redid a final exam for an elective class this semester and she didn't pass with the minimum average required which was 64/100 (she got 62). Now she got an email saying that this counts as 2 failings and she will automatically be withdrawn from the program and she can't reapply. 2020 was a tough year for everyone, and she had a hard time with her health and her family. Is there any way to appeal this decision and explain her situation to the university especially when this course wasn't even a core program course but an elective?
