Can't occasionally log in via laptop in China

I'm currently living in Beijing and had been using Astrill for years, and it's awesome. However, inexplicably, I rarely (like today, for example) can't login on my laptop, while everything works just fine on my phone at the same time. Any ideas why? Thanks in advance.
