Settlement Issues

I’m having issues at the settlement, I cannot access shipyard, barracks or stable (I was able to access stable earlier in game)
I did raid a couple of times above my level so got to level up quickly.
But the option to talk/interact just isn’t there any suggestions or anything. Cannot see another way to manage my ship and crew in menu either.
